Are there any holistic otc pills or herb supplements that effectively help balance hormone levels?

Question: Are there any holistic otc pills or herb supplements that effectively help equilibrium hormone levels?
I am 18, and do not want to begin birth control or anything of that nature just yet.

However, I want to equilibrium my cycle and get help with PMS symptoms, fatigue, and most of all hormonal acne. I get a tiny bit of acne right before and during my period, and it is usually deep and red. It is annoying, and I think that balancing my hormones will help. (Please do not advocate face washes for this, I have one that works well, and do not break out at any time besides my period, so face wash wont help. This is an internal problem.)

A woman I know suggested Black Horash- which she uses and swears by- but when I looked it up and it stated that is supposed to make your boobs grow. Lol… that is not an issue with me right now but if you know anything about it please let me know. Thanks!
